On July 18, President Shavkat Mirziyoyev chaired a video conference call on increasing food production and improving people's incomes.
Risks to food security are increasing around the world. Export restrictions and the breakdown of transport and logistics chains are exacerbating the problem. According to analysis, global food prices are expected to rise by at least 20 percent this year.
In our country, 40-50 percent of the population's expenditures come from food. Therefore, measures are being taken to mitigate the impact of rising prices on people's lives by increasing production.
As a result of such opportunities, production is increasing and prices are normalizing. Over the past month, the cost of tomatoes on the domestic market has decreased 3 times, cucumbers - by 10 percent, potatoes - by 30 percent, carrots - by 15 percent. In addition, 821 thousand tons of fruits and vegetables were exported in 6 months, which is 102 thousand tons more than last year.
It is also important that 785,000 people were employed on the allocated land.
At the meeting, along with the positive experiences of districts and mahallas, the shortcomings were openly discussed.
In particular, it is indicated that 16 thousand hectares of 80 thousand hectares of land could not be distributed due to remoteness from populated areas and limited access to water. Mayor of the city (khokim) were instructed to replace these plots with convenient for the population.
The head of the state identified new opportunities based on the proposals of the population. It was noted that by the end of the year another 20 thousand hectares will be allocated to the population, and next year - 100 thousand hectares of cultivated land. The total area of allotments will reach 200 thousand hectares.
- This is a very big opportunity. There will be conditions to provide employment for an additional 1.2 million people. Most importantly, if the district khokim and assistant of khokim approach this issue with calculation, we can easily solve the issue of food and the unemployed," said Shavkat Mirziyoyev.
In order to help the population in the production and sale of products were given instructions to deliver to the areas of high-yield seeds and seedlings, install small freezers, increasing the number of greenhouses.
Today, residents of 64 districts grow three harvests a year on their garden plots. With a good harvest, one family can earn up to 60-100 million soums.
The head of state stressed that such work should be encouraged in other areas as well.
In particular, it was decided to increase the amount of subsidy for the construction of large wells in areas with difficult water supply to 150 million soums. Small wells will be subsidized at the rate of 100 thousand soums for each meter of well depth after 5 meters in Karakalpakstan, and more than 10 meters in other regions.
Hydro-geological conclusions on drilling wells will be provided free of charge until 2025. It was decided to extend subsidies for introduction of water-saving technologies to farms as well.
Another problem that hinders households is the fact that 2.6 million houses in our country do not have cadastral documents. There are numerous appeals to people's offices that their owners cannot take advantage of loans, subsidies, and mortgages to expand their homes.
In addition, due to the lack of a cadastre, land tax is calculated at a rate that is increased threefold.
The Ministry of Justice has been tasked with developing a separate bill to finally resolve the issue of houses without a cadastre. Until the adoption of the new law, the tax assessment on these houses at the triple rate will be suspended.
The meeting touched on agricultural issues.
The Government have been tasked to take measures to place recurring crops on 820,000 hectares of land by the end of July and to procure 11 million tons of produce and prepare a food reserve by the end of the year.
As you know, this year a new system of financing the cultivation and purchase of grain was launched. Offering attractive prices to farmers has yielded results. Due to the fact that 88 thousand tons of wheat were put on the exchange in July, the average price of 1 ton of wheat decreased by 30 percent.
The state purchased 1 million 842 thousand tons of grain. Farmers and clusters deposited 574 thousand tons of grain at grain enterprises.
Responsible persons have been instructed to regularly put this grain on the exchange and to make a full settlement with farmers and clusters by October 1.
The president focused on improving the efficiency and executive discipline of government agencies.
- Research in the Samarkand region has revealed many of our shortcomings. The most difficult and hardest reforms are yet to come. Everyone must change, change their methods of work," said our head of state.
It was stressed that the Cabinet of Ministers, ministries and departments need to change their structure and methods of work. The Ministry of Justice has been instructed to optimize legislation and make it more convenient for residents and entrepreneurs.
The Accounts Chamber is tasked with digitizing processes related to spending, especially construction financing, allocation of subsidies and compensations.
Deputy Prime Ministers, khokims, and makhalla chairmen provided information on the issues discussed at the meeting.
