The President signed a decree "On Approving the Strategy of Social Protection of the Population of Uzbekistan".
According to the document, the Social Insurance Fund, which does not have the status of a legal entity, was created as part of the Ministry of Finance.
The sources of funding for the fund's activities are the state budget and other sources not prohibited by law.
As indicated, at the expense of the Social Insurance Fund:
(a) Beginning September 1, 2022, maternity benefits will be paid based on the minimum consumer cost of state social security.
In this case, if there are breaks in an employee's length of service of up to 1 month, the months before and after these breaks are used to calculate the consecutive length of service;
b) in the future, state social insurance payments will be made in stages through the information system of the "Unified Social Security Register".
Agency for the Development of Medical and Social Services (A. Inakov) together with the Ministry of Health (B. Musayev), Ministry of Education (B. Saidov), Ministry of Finance (T. Ishmetov), Ministry for the Support of Mahalla and the Older Generation (S. Turdiyev), State Committee for Family and Women Affairs (Z. Makhkamova) and other interested ministries and departments:
- by March 1, 2023 to form a list of minimum social services guaranteed and provided free of charge by the state, and submit it for approval to the Cabinet of Ministers;
- by July 1, 2023, approves standards for the provision of minimum social services guaranteed by the state and provided free of charge.
In connection with the creation of the Social Insurance Fund are organized:
- From September 1, 2022, the Division of Social Security Fund Organization, consisting of 3 full-time positions, due to the abolition of the Office of Administrative Buildings under the Ministry of Finance;
- sector for the implementation of social payments through the information system "Unified register of social protection" with 2 staff units, at the expense of staff units of the executive office of the extrabudgetary Pension Fund;
- since September 1, 2022, under the Ministry of Finance of the Republic of Karakalpakstan and the main financial departments of regional Governments and Tashkent within their total staffing units, the departments of Management of Social Insurance Fund and Monitoring of Payments of Social Insurance Benefits, each consisting of 2 staffing units.
